TOSC Approves Liquor Licenses and Several Ordinances During November Board Meeting
The Town of Silver Cliff (TOSC) Board of Trustees (BOT) met for their monthly meeting on Tuesday, November 1, 2022, where they considered whether to approve a host of liquor licenses, heard the proposed 2023 meeting and holiday schedule, and decided whether to opt-in the low-cost flood insurance offered by Federal Emergency Management Agency (FEMA).
Immediately following the Invocation and Pledge of Allegiance, the consent agenda was unanimously approved.
The board considered whether to approve liquor license renewals from 4Kings, Tony’s Mountain Pizza, and Silver Dome. Following reports by the Custer County Sheriff’s Office, Silver Dome was conditionally approved pending the requirement that all employees take Training for Intervention Procedures (TIPS), and 4Kings was unanimously approved. Paperwork had not been received from Tony’s Mountain Pizza. Trustee Fred Hernandez suggested that they conditionally approve the renewal pending the return of the establishment’s forms. Much discussion ensued due to the repeated unanswered contact attempts by Town Clerk, Ileen Squire. It was decided by the BOT that the approval would be tabled until the December 6 meeting.
Consideration of approval for Resolution 04-2022, Declining Participation in the Paid Family and Medical Leave Insurance program was unanimous. A public hearing on Ordinance 03-2022 Amending Title 18 of the Silver Cliff Municipal Code went into a public hearing at 5:18 p.m. The BOT considered establishing requirements for Flood Plain Development and Penalties for Violation. The public hearing adjourned and returned to the regular meeting at 5:20 p.m. The amendment was passed unanimously.
The BOT voted to approve the 2023 Meeting and Holiday schedule with the January and July meetings being changed to January 9 and July 6.
Mayor HA “Buck” Wenzel amended the schedule to include discussion of “nepotism” to the agenda. Clerk Squire would like to hire her daughter Halie Lemons to assist her on town matters. She will not have any accounting duties. The opening occurred following the retirement of Lela Cravens. She filled in for Squire for many years as her assistant. This is a position without any benefits and Lemons would not have access to any confidential files or information. The board voted to make an exception to the nepotism clause.

John Vincent Gonzales pleaded guilty and received a deferred sentence for Speeding 10-19 MPH Over the Posted Speed Limit. Defendant received fines and costs totaling $172. Other Conditions of Sentence: 12-month deferred sentence. No traffic violations during deferred period. All fines and fees must be paid during deferred period. Court costs are suspended if deferred sentence is completed successfully. Court costs will be incurred if conviction enters.

Diane K Harkless pleaded guilty and was found guilty of Unsafe Backing. She was ordered to pay $58 in fines and costs.
Noah A Raber pleaded guilty and was found guilty of Defective Vehicle- Headlights. He was ordered to pay $64.50 in fines and costs. Charles Austin Smith pleaded guilty and was found guilty of Defective/Unsafe Vehicle. He received $72 in fines and costs. Erlene Reece pleaded guilty and was found guilty of Improper Mountain Driving. She was ordered to pay $72 in fines and costs. Paul Sandoval, Jr. pleaded guilty and was found guilty of Drivers License-Permit Unauth. Person. He was ordered to pay $74.50 in fines and costs. James A Greenwood pleaded guilty and was found guilty of Driving Under Restraint and Flag Person’s Violation. He was ordered to pay $197.50 in fines and costs. Nicole Ashley Martinez pleaded guilty and received a deferred sentence for Speeding 20-24 MPH Over the Posted Speed Limit. She was ordered to pay $253 in fines and fees. The American Legion, Post 170 is hosting Wreaths Across America, honoring our fallen Veterans on December 17 by placing wreaths on all Veteran Graves in our area.
There are 5 Cemeteries and a total of 336 Veteran Graves. This is a community event and are looking to have every able-bodied member volunteer to assist in placing wreaths.
The protocol is to place a wreath at a Veterans grave, say their name, and salute them.

The American Legion Post 170 Westcliffe
Yummy Veteran's Day Breakfast put on by the Wet Mountain Fire Protection District and Mountain Mike's Hunger Buster
From 7 - 10 a.m. Friday Morning on November 11, Veteran's Day, breakfast was served to Veterans and their families by members of the Wet Mountain Fire Protection District and Mike Wasik, from Mountain Mike's Hunger Buster. A drawing every hour for a Hunger Buster Sweatshirt was done and the Valley Beat won the 10 a.m. drawing for a sweatshirt - yeah! A picture of the sweatshirt is shown. Veterans and their families were welcomed on that cool morning with smiling faces, with all the breakfast foods you can eat - to include pancakes, sausage and bacon with potato rounds and all the fixings. It was a time for us to get together and see friends and eat a great free breakfast - Thank you our Fire Fighters and Hunger Buster Mike!
